Converting Geographical Locations (e.g. Lat/Long) to TimeZone

@Bwanna, @doanerock: Follow-up to #48: I came across this link, https://data.iana.org/time-zones/tz-link.html#boundaries, which contains libraries that convert lat/long to TimeZones. I suspect that many of these libraries may be too big for most Arduino-compatible microcontrollers, but the reference is a good place to start.
