It currently says in the ./CONTRIBUTING.md file that:

Before we can use your code, you must sign the
[Google Individual Contributor License Agreement]
(https://cla.developers.google.com/about/google-individual)

Is this still the case under the new C2SP umbrella? (Asking since this file is 6 years old.)

It is not! I will clean this up along with the rest of the docs soon.

It would be interesting to have a conversation around licensing. I kinda wish we could release the vectors under terms less onerous than Apache 2, like ISC or even CC-0. We could do that for any contributions going forward, but we'd need Google to relicense the contributions submitted under the CLA, too, which I am not sure is very feasible.
