Currently, industry rules need jrc files to be present in the /industry/raw_data folder.

Other sectors (heat, transport) have steps to create their own JRC data files. Industry should do the same.

TODO:

  • Port extraction steps from SCEC
  • Create files for processed_energy and processed_production in module/tmp
