Error targeting the Welcome page links

Describe the bug
When we are not logged in and want to access a community through the "Welcome" page this confusing page appears where (1) it shouldn't have this notification of announcements and (2) it shouldn't appear this welcome page

To Reproduce
Steps to reproduce the behavior:

1. Go to https://www.cambiatus.com/welcome
2. Click on click on one of the communities

Expected behavior
whether I'm logged in or not, when trying to access a community through the "Welcome" page I should be directed to the community's "Welcome" page
