'Error: Could not find a suitable provider for gpo' when deploying

Puppet5 on Server (Trusty)
Puppet-Agent 5.5.8 on Client Node (Windows 10)

Whenever I try do change any policy value, I get the following error:
Error: Could not find a suitable provider for gpo

I even copied/pasted the examples straight from the documentation and get the same error.

Update:
I've put lgpo.exe in 'system32' which seemed to be a dependency, I'm a step further, but I now have the following error:
Error: Could not prefetch gpo provider 'lgpo': undefined method '[]' for nil:NilClass
Error: Failed to apply catalog: undefined method '[]' for nil:NilClass
