Take control of trac ui

This is a very long objective. To the user it should looks like nutrac and trac are the same project and not that nutrac is managing trac instances.

The reality is that either the nutrac ui will look like a trac instace or vice-versa but we should create a basic trac template that acknowledges nutrac existence and will be ready to multi-project references.

As a beginning let's start with:

• Create a nutrac jinja2 template for trac 1.4.x
• Create the missing parts for nutrac pages following the jinja2 added to trac 1.4.x
