Include configure in release archives #166

In the archive at https://github.com/canonical/raft/archive/v0.9.25.tar.gz there is a configure.ac but no configure. It is normal when providing release archives to provide the configure script.

These days it's recommended to generate the configure script on the target. Just run autoreconf -i (as described in the README).
