Describe the bug/issue
use this: https://github.com/elithrar/workers-hono-rate-limit
and free https://developers.cloudflare.com/workers/runtime-apis/bindings/rate-limit/
To rate limit:

public api (limit by apikey)
private api ( for website by user)
plugin endpoints ( by appId linked to plan, to prevent DDOS ) set and getChannel should limited by device as it's controlled by the user
update endpoint should be limited by deviceID
