Describe the bug

organic turrets (not debug spawned) do not fire at players.

Steps To Reproduce

  1. teleport to nearby science lab/anywhere with naturally spawned turrets
  2. stand nearby.
  3. turret recognizes player character but does not open fire.
  4. this behavior only happens on naturally spawned turrets.

Could reproduce on version: eb8ffb2
Couldn't reproduce on version daddaec, so something in #2250 changed this.

Looking through the save file, for some reason the turrets now have speed: 0 when they used to have speed: 100, so it seems they don't regain moves on turns and because of that can't fire.

@scarf what's up with version string fbafa0c6eea9 in the report, it's not a valid commit hash? Doesn't really matter, the fix is up.
