Fixed issue with the use of the external_api when PHPUnit testing with MOODLE_402_STABLE. (#97)
Added moodle-ci.yml file to run standard GHA tests.
This most likely will need it's own branch (e.g. MOODLE_402_STABLE) rather than merged.
