Currently libcurl is not building with https support on windows for whatever reason (mac and linux appear to use openssl, but getting that working on windows was proving difficult). For now the workaround is to use http with any download urls instead of https with windows packages.
This stackoverflow question is relevant, but hasn't been answered so far.
