As asked in cds-snc/notification-api#1117 (comment)

I've got access to the appropriate Route 53 zone. Searched for _dmarc and there are 3 TXT records to update in production. I can do these changes myself from the console or someone can double-check.

I'd recommend pulling out the email address as well, out into a config variable, just so that others who fork don't end up spamming CCCS :) (new issue likely.)

Double checked with @maxneuvians that my plan was the right one and he agreed.

Just changed existing DMARC records on staging and production to remove the ruf part. 3 records have been updated in staging and 3 records in production.
