Add modulefile linting capabilities to verify consistency of the available modulefiles.

A module lint sub-command may be introduced.

Tcl linting could be achieved with Nagelfar.

I have made good progress on this new feature. It should be pushed to master in the next days.

On the way, I have made nagelfar available as a package on Fedora and EPEL: https://bodhi.fedoraproject.org/updates/?packages=nagelfar
