install-deps.sh: do not install libpmem from chacra #46773

this change reverts 17d2bc3, before
we recreate a chacra repo hosting libpmem packages, we are not able
to query the repo from shaman or pull the dependencies from chacra.

in future, we should be able to get the libpmem dependencies from
offical ubuntu package repo and fedora, CentOS Stream and RHEL repos.

git cherry-pick -x --mainline 1 2679a1e0f42284e7d60a59067c4a56194c696ba0
# Push it to GitHub
git push --set-upstream origin backport-46773-to-quincy
# Go back to the original working tree
cd ../..
# Delete the working tree
git worktree remove .worktrees/backport-quincy

Then, create a pull request where the base branch is quincy and the compare/head branch is backport-46773-to-quincy.
