Disable collaboration check when viewing the change log

Issue Description

When the change log is viewed on a project the user is not a collaborator on the put to the server returns a 403 and never marks the change log as viewed for that user.

Expected Behavior

Viewing the change log should not require being a collaborator on the project.

Current Behavior

If the change log is viewed on a read-only project the gift icon will always reset to unread when the page is refreshed.

Steps to Reproduce

1. Reset the change log
2. Navigate to a read-only project
3. Click What's new
4. Refresh the page
5. Observe the gift icon returns to unread
