Each form should enter the user that is logged in and the person set in the session. If we set a different person in session with the user still logged in, the inventory should re-populate

Test that user id is tracking accordingly.

When the user is logged in, the default person is set to active. If the user wants to change the user, they can do so on the "Change Person" page.
