Error installing PostgreSQL: Missing Perl header file

When installing PostgreSQL via Homebrew, an error about a missing perl.h file:

Did some research and it seems to be related to petere/homebrew-postgresql#41 and petere/homebrew-postgresql#44.

None of the suggested workarounds that can be automated will work for us, because we don't have admin access to our machines.

Discussed via chat with @willbarton and we elected solve this by not installing Postgres in this script, in part because those who use Docker don't need it installed and running locally all the time, anyway. Implemented in 7af2c8b.
