Maintenance Release for canvas@2.11.2 and chartjs@3.9.1

I am pleased to announce the v2.11.3 Maintenance Release of the Canvas Layer for AWS Lambda, there are certain updates with this release:

• Add overrides for semver version to 7.5.4 for package semver security issue #18
• Add chart.js@3.9.1 support for ChartjsNodeCanvas depending on node canvas #19
• Remove mocha after test in build script for Remove mocha from layer #20
• Update docs for GitHub Pages to replace Wiki
• Update dependencies, build layer and test scripts
