feat: Migrate ci.centos jobs to github actions

What does this PR do?

Soon ci.centos.org wil be deprecated as described here: https://issues.redhat.com/browse/APPSRE-2140

Minikube and Minishift jobs will be migrated to github actions
Also this PR increase the timeout for minikube enable ingress addon.
