Cookbook root files should display at the root not in a folder

Describe the bug

When viewing an infra cookbook the contents of the "Root_files" directory should be displayed at the root instead of being in a special folder.

To Reproduce

Steps to reproduce the behavior:

• Select infrastructure
• Select Chef Infra Servers
• Select the server
• Select the org
• Select the cookbook tab
• Pick any cookbook

Expected behavior

Files should display in the root which is how the cookbook is stored in git and on any file system.
