On valid license, add pro/business source automatically #604

This allows for automagically having access to the licensed repository.

Although it is added/removed automatically, do not enable/disable it automatically. A user may want to disable it and that should be allowed.

When a valid license is found, add the pro/business source
automatically. This smooths out the the process of
installing/upgrading the pro/business version.

Any operations on sources should respect Quiet. This also corrects a
bug that was introduced by GH-132 in
8364b0e that removed output
information that is needed for tools that use choco. That has never
been introduced as a released version, so thankfully the bug doesn't
need to be worked around in any tools.

This caused a small issue where the config file wasn't created yet.

When attempting to set configuration for the licensed source, it must
come after the config file has been extracted by default first. This
corrects an issue when running choco the first time after install.
