include series description from x13 manual #250

Would to get some quick help on each of the series than can be accessed via series().

If the X-13 manual was parsed in a more systematic way, this could also address future #216 .

It would be already good if we could use the info from the X-13 manual to keep https://github.com/christophsax/seasonal/blob/main/noinst/specs/SPECS.csv up to date.
