💡 Summary

For part of the work on another part of SCuBA we are running ScubaGear with a container within Azure.
This issue is to add the instructions for how to do this within the repo so that others who wish to run ScubaGear without having to stand up a VM are able to do so.

Motivation and context

Users have expressed a desire for these instructions.  

Implementation notes

Documentation, dockerfile, and necessary code are added to the repo for people to utilize.

Acceptance criteria

  • A user is able to run ScubaGear within Azure using the code and instructions provided.
