Not related to a problem.

Describe the solution you'd like
A command (script) to bootstrap consensus nodes with an offline downloaded chain

Describe alternatives you've considered
Needs to be docker commands to be able to be integrated in the neo-local-cli

Additional context
In the end, all nodes need to sync to that chain.
