Infinite spawning Relentless Hulks

Describe the bug

While playing the Hunted Scenario Relentless hulks seem to spawn endlessly and in numbers.

Steps to reproduce

1. start a character with the hunted trait.
2. have an NPC join your faction.
3. Debug to switch between the characters(only thing I believe could have caused the issue.)
4. Let time go by and, near infinite number of relentless hulks roaming the lands!

Expected behavior

1. One singular Relentless hulk hunting down my character with the "hunted" trait.
