Manifest Updates

  • Adds a job nats-tls which is collocated on existing NATS VM and runs alongside the original nats job.
  • Enables TLS between route-emitter and NATS.
  • Adds NATS TLS client cert to metrics-discovery-registrar. Note that metrics-discovery will continue to communicate over plain-text until the next metrics-discovery-release v3.X where it will switch to TLS communication with NATS.
