@Tallicia @peterhaochen47 @swalchemist Please update ci dockers using ruby to 3.0.x, see
https://endoflife.date/ruby

Then this update here would work.
Related deps is: build-uaa-singular-dockerimage, e.g. https://hush-house.pivotal.io/teams/cf-uaa/pipelines/dockerfiles/jobs/build-uaa-singular-dockerimage

btw. if you see other ruby usages, we should upgrade as well, thanks!
