Does the system handle modifiers of Quantifiers? For example, in quantification_adjective_rule_3 there is the following line commented:
# adverbs: Quantifier? = ${quant_modifiers} // todo: we should allow for modification here (e.g. 'more') Is this already implemented?

Yes, the system can handle them, you can uncomment the line -- trace out https://github.com/clulab/eidos/blob/master/src/main/scala/org/clulab/wm/eidos/EidosActions.scala#L136 for how it's handled downstream
