setup builds for various platform and support cargo binstall #1

personally, i just need to curl this into a container, but if we are doing builds may as well try to support cargo-binstall (which likely has some good ci templates)

ended up following cargo-watch's approach (sans older signing approaches) in #4 then pulling out failing deb + rpm stuff for now.

there are at least installables, but binstall doesn't seem to like them..

confirmed working in 0ff1b00

after setting the two metadata fields for binstall correctly: https://github.com/clux/yq/blob/0ff1b000ca11c54839d7719d28ee8e17ec3cf39b/Cargo.toml#L34-L36
