Add picture directly with the web browser in CMV viewer?

Someone ask to me to add picture directly with the web browser in CMV viewer or with like add picture in google earth,
they don't want any georeferencing, they just want to draw on the top with the advanced Draw tool
What is the solution, do you have any idea?
I am able to do that in arcgis but he want to be able to do that him self?
In the other way:
Do you know a good software free to draw on picture with almost the same tools of advanced Draw tool with transparencies and move front move back functionalities?
