* Capture milestones from successful projects
provide guidance and recommendations to projects seeking to move levels
* previous PR (cncf#997) was very out of date and had unresolvable conflicts due to repo changes

Maybe it makes sense to group them similar to how they are in the application templates with Governance and Maintainers, Contributors and Community, Engineering Principles, Security, and Ecosystem

Also very minor but maybe go consistent with the period or not at the end of lines?

What: fix broken links in operations folder for adopter intervies

This change address the need by:
 * correcting the interview template request with full URLs to make copy and pasting into email easier
 * correcting broken links in the DD guide (with 1 spelling correction)
