Given this CSV file:

# C1
# C2
# C3
# C4
data

(charred/read-csv 
  (clojure.java.io/file "file.csv") 
  {:comment-char \#})

returns

(["# C2"] ["# C4"] ["data"])

Looks like rows after a comment are always included
