New plugin IAC welcome

Hi,

Sonarqube V9 integrates a new feature : a plugin iac. https://github.com/SonarSource/sonar-iac .
If you are looking the sonarsource roadmap, it's a new field with lot of potential (scan gcp conf, etc).

It will be very efficiency to initiate the subject and have a new theme to announce iniside hackathon.

Exemple Rules :

• Declare a min and max Cpu or Ram in deployment configuration. (Allow dynamic affectation)
• if your Dockerfile, if you use Java 8 CMD, you need to declare experimentalOption ( Optimisation RAM)
