Lots of rough work, just committing for safekeeping while working on other things.

Also includes a lightening of the petition on code.org to match the lighter state map showing on both code.org and advocacy.code.org.
While we just want to preview advocacy.code.org and leave all shared components as they are on code.org, duplicate more of the assets so that we can customize them for advocacy.code.org only.
Followup to #21515. That change neglected to account for the case when Pegasus defaults to a non-en language. Now, we just set dimension 1 to be the request language. That appears to always be a two letter code, e.g. "en" or "es".
