We want to be able to quickly adjust the thresholds for image moderation as well as quickly hide non-featured App Lab and Game Lab projects in the public gallery if there is inappropriate content slipping through our moderation system. To be able to make these changes without waiting for a full deploy, we are going to set the thresholds and whether we should show a limited public gallery with DCDO flags.

In this PR we're introducing 3 new flags: racy_threshold, adult_threshold and limited_project_gallery?. The racy_threshold and adult_threshold will default to the Azure default thresholds if none are available via DCDO.
