Create views to share between the new K-5 PL page and the Middle-High PL page #57912

Adds two new views that can be shared between the new https://code.org/professional-learning/elementary (K-5 PL) page and existing https://code.org/educate/professional-learning/middle-high (Middle-High PL) page:

  • Additional programs/offerings
    • This section shares the Self-Paced Learning and Outside the United States blocks
    • The h2, description, and Workshops block will change based on which page you're on
  • Have questions?
    • This section is identical on both pages

This PR adds the new views to https://code.org/educate/professional-learning/middle-high and preps it to be added in the main PR: #57904.
