Enable and fix report's display tools footer UI

Describe the bug

Report's display tools in the footer are displayed as a list (see 'popravito' cobrand screenshot).

To Reproduce
n/a - we disabled it on a 'popravito' cobrand until it's fixed.

Expected behavior

• Make design for report's display tools in the footer
• Fix report's display tools in footer
• Enable report/display_tools.html

Done:

• footer report bar showing on view report screen

• footer report bar expands when user wants to subscribe to a report updates

• when user wants to report some violations for a particular report to site administrators, they are taken to the contact form
