However this is closely related to how I define a project ID. Still in some sense it is easier because I just refer to the URL for the repository and then something inside that repository.

Something like https://github.com/CodeSmithyIDE/Project/CodeSmithy/CodeSmithy.csmthprj?project_id=...

If we want to do project_name then names have to be unique. That's not too much to asks but no sure just yet.
