Remove universal analytics and send more data to dataLayer #533

Removes universal-analytics and PUBLIC_GA_TRACKING_ID
- We give up on tracking RSS polls because it's rarely analyzed.
- We remove PUBLIC_GA_TRACKING_ID, setup universal anaytics on GTM instead -- it's going to deprecate on July 1st anyway
Push doc to datalayer once on dataLoaded GTM event
- So that we can setup GA4 events and send details of an article / reply in GTM

- It's only for RSS feed endpoint and is thus optional

- This should be set on GTM directly
