[gnutls] Add new recipe with Conan v1 & v2 support #14873

After having the three basic components (nettle, gmp and libiconv) now we can add GnuTLS to CCI.

Support for Conan v2
CMake targets based on https://cmake.org/cmake/help/v3.16/module/FindGnuTLS.html
pkgconfig based on gnutls generated pc files
Compression libraries are optional (zlib, brotli and zstd)
C++ support is optional, but enabled by default
For Visual Studio, there is GnuTLS for Windows on Gitlab
There are more optional libraries (libtasn1, libidn2, p11-kit, trousers, libunbound), but they can be added in a future PR

I've read the contributing guidelines.
I've followed the PEP8 style guides for Python code in the recipes.
I've used the latest Conan client version.
I've tried at least one configuration locally with the conan-center hook activated.
