It is probably related to conda-forge/dartsim-feedstock#43 (comment), where we just disable Ignition Fortress on Windows with "modern" dependencies, as they never worked properly anyhow due to the relocatability problems that were solved in Gazebo Garden. I guess it is ok to just skip Windows also here. As in conda-forge/dartsim-feedstock#43 (comment), if anyone actually needs Windows builds here, please open an issue.
