Extract static pytest args into config #13048

Description

Move all of the static pytest CLI args from the runtime scripts over into the config.

Checklist - did you ...

  • Add a file to the news directory (using the template) for the next release's release notes?
  • Add / update necessary tests?
  • Add / update outdated documentation?
