vm_image_util: add vmware_ovf

I think this can be closed in favor of #364 but just wanted to check if there is a use for having the vmdk/ovf split vs combined into an ova.

Yeah, this can be closed. I think ova is better, because usually other virtual appliances is ova.
But our IaaS needs ovf format. So I'll make another PR to change the niftycloud format to ovf.

And a user who want to use ovf can get ovf and vmdk by unzipping ova.
