In preparation for a "match dates" option a tool to touch dates from a publisher to subscriber is needed.

Once a collection is known to be "good" running this tool would touch the dates on Subscribers to match a Publisher.

Then, going forward, content could be replaced with the same name and be properly backed-up.

Add Touch as an (optional?) action tracked by Hints when date matching is implemented.
