Minor UI fix on Facilities page

Describe the bug
The Occupancy tooltip is going out of view in mobile view.

To Reproduce
Steps to reproduce the behavior:

1. Go to http://localhost:4000/facility
2. Open mobile view
3. Hover over Occupancy of any facility
4. See error

Expected behavior
The tooltip should be placed at the bottom of the button.
