File preview download button is malfunctioning in consent form

Describe the bug

When we view the preview of the file, even though the file is fully loaded, the download won't work properly

Note: Once we close the file preview and open it again this will work properly

To Reproduce
Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error

Expected behavior

When we click on the download button, in the file preview, it should download the file
