Cloud Linux now provides its own leapp that it uses to upgrade from CL7->CL8. A base distro upgrade process is documented here: https://docs.cloudlinux.com/shared/elevate/#elevate-scenario-cloudlinux-7-with-no-panel-or-a-custom-panel

Sloane did some initial work here #283 some earlier work was proposed here #196
