build failes as unicode.org down

this is not an issue per se but rather a hint to fellow users experiencing the same issue ;)

[error] (*** / Compile / localesCodeGen) Error opening http://unicode.org/Public/cldr/38.1/cldr-common-38.1.zip: java.net.ConnectException: Connection timed out

there's a mirror on the Latvian Academic Network, add this as a workaround (probably best to remove it ones unicode.org is back):

cldrBaseUrl := "http://egle.lanet.lv/ftp/mirror/unicode/cldr"

i wonder though if it could make sense to expose / set the cacheDirectory for the .zip file so it could be cached between CI runs (and make the build not so dependant on unicode.org)
