Most keys work, but not Function keys output

I cannot get shortkeys to output function keys. I've tried different input shortcuts and different outputs which work ok, and the FAQ and troubleshooting steps.
Latest Chrome 122.0.6261.70
None of my other extensions are occupying alt+p.
Any suggestions or things I should try?
