Define Default Special Accounts

1. Genesis Account ( no owner authority, active authority set to weighted approval voting of stakeholders) - this account has the special ability to propose changes to blockchain parameters with 2 week delay
2. Witness Account - no owner, active set to currently elected witnesses
3. Delegate Account - no owner, active set to currently elected delegates, no delay on actions, but no special permissions
4. Temp Account - no owner, no active, balance must be 0 after every transaction. This can be used as the fee payer in certain circumstances.
5. Burn Account (no owner or active keys, funds sent here can never be moved)
